Update on Recent Road Resurfacing Works – Stevens, Fox Run, White Bear, Goward, Hillcrest & Alder

We would like to provide clarification regarding the recent resurfacing works on Stevens Road, Fox Run Road, White Bear Court, Goward Avenue, Hillcrest Drive, and Alder Lane.
These works were completed under Contract C-2025-01, awarded to Miller Paving Limited through a competitive tender process and authorized by By-law 25-1838. In accordance with the contract specifications, two full layers of surface treatment (chip and tar) were applied to each road section—comprising an HF-150S asphalt binder followed by Class 2 aggregate. The project was completed under the supervision of Tulloch Engineering Inc., the Municipality’s appointed project manager and contract administrator.
We are aware that some residents have expressed concern that the road surface does not yet resemble the darker, compacted look of prior treatments, leading to the perception that only one layer was applied. Please be assured that this is expected. Newly applied surface treatment initially appears lighter and coarser. Over time, with traffic and weather, the aggregate will embed, the binder will cure, and the road surface will darken—closely resembling previously treated roads. This is a normal part of the curing process and does not indicate any deficiency or missing layer.
A final inspection will be conducted next week by Tulloch Engineering. Any areas that do not meet contract specifications will be identified and corrected before the project is finalized.
