Bill 17 – Provincial Changes to the Development Charges Act (Open for Comment)

In our continued efforts to keep you informed of legislative amendments impacting municipalities, we are writing to inform you that Bill 17, Protecting Ontario by Building Faster and Smarter Act, 2025 is now awaiting Royal Assent. It is anticipated that Royal Assent may be granted as early as today.

The Province has proposed significant amendments to the Development Charges Act, 1997 (D.C.A.). While these changes are intended to support faster housing development, they may also limit municipalities’ tools for funding growth-related infrastructure.
